Our History

Kentucky’s Community Mental Health – IDD Boards were enabled by the State Legislature in 1964, following the passage of the Federal Community Mental Health Centers Act of 1963.   

The Central Kentucky Regional Mental Health Board, the first in the Commonwealth of Kentucky, began operation in 1965. In 1971, the Central Kentucky Regional Mental Health Board merged with the Southern Bluegrass Regional Mental Health Board to form, what is today,bluegrass.org. Our Community Mental Health Center provides primarily outpatient services to approximately 30,000 individuals (adults and children) in the seventeen counties of the Bluegrass Area Development District. 

A key component of the bluegrass.org mission is to plan with our communities to develop innovative programs to respond rapidly to individual and community needs. From 1995 to 2013, we operated Eastern State Hospital under a contract separate from Community Mental Health. The operation of a State Psychiatric Facility under the umbrella of a not-for-profit Community Mental Health Board was at the time,  a unique arrangement that demonstrably improved both the quality of inpatient care, and the continuity of care for individuals with mental illness.    

In the late nineties, we embarked upon an entrepreneurial venture to provide consultation, technical assistance and software solutions to our sister agencies through the establishment of bluegrass.org New Directions. Currently, we provide Crisis Line/Call Center Services, Financial Software Systems and our proprietary Electronic Health Record (MH Expert ©) to other Community Mental Health Centers in the Commonwealth. 

In 2006, the bluegrass.org Board of Directors, once again, responded to the needs of Kentucky’s citizens and communities and initiated an agreement with the Commonwealth to manage the Oakwood ICFMR facility in Somerset, Kentucky. This facility is now one of the premier Intermediate Care Facilities in the Nation, public or private. 

Today, the distinct, but, integrated systems of care in the Bluegrass provide a most unique platform from which to provide the highest level of service and assure positive clinical outcomes to all clients and families seeking assistance.
